Moving frames upstream or downstream

I'm typesetting a large book with tables. I want to put many of the tables in separate frames to avoid page breaks. I would prefer to not set them all in separate frames in the interest of time. The problem is that the captions are numbered paragraphs. I have learned that paragraph numbering is done by frame and not by order on the page. As a programmer I understand why, but it's causing major problems for me. If I only need to set the first table in a frame, it is counted last. The only solution I've found is to set every single table in a separate frame and to create them in order. In chapters with lots of tables, this is a major headache. Is there not a way to move a frame upstream or downstream (meaning forcing a frame to be counted before or after another)? Please say there is!
