Paragraph keep options with tables

Hi everyone,

I'm trying to keep two tables together on a page. the first table is 2 rows, the second table is longer. What's happening is that, at the bottom of a page, there is room for the first table but not the first cell of the second table, so the second table jumps to the next page.

I need some way to have the first table jump to the next page if at least one cell of the second table doesn't display with it. Each table is in its own paragraph (separated by a hard return) but the usual paragraph keep options are not working.

I set the paragraph of the first table to keep with the next X lines (I tried 1 line, 10 lines, makes no difference. nothing happens).

I set the paragraph of the second table to Keep with previous, but that didn't do anything, either.

The only way I've been able to solve this is to make the text frame smaller to push the first table to the next page. But when text reflows during editorial revisions, I'll need to re-adjust these frames, which I want to avoid doing over this rather long document.

For a variety of reasons they CANNOT be a single table.

Any insight would be appreciated.

I'm using CS5 on Mac OS 10.7
