Place anchored object behind text?

Hello everyone.  I am using InDesign CS6 on an iMac with 10.9.2.  After reading several other posts, I've managed to get my anchored object in the exact position I want, except it's OVER the text. 

 

Attaching two images:

- WHAT I WANT TO SEE:  Red box behind white text. (The box is not an anchored object here; I just pasted the red box and sent to back.)

- WHAT I HAVE USING AN ANCHORED OBJECT:  Red box perfectly placed, but over the text. I placed the object right before the text and shifted it using the anchored object options, but... I can't "send to back".

 

Note:  All text is in one text box, in an "outline" format, and the line of text that I want the object to be behind has a paragraph indent. I would want the red box to flow with the words "COMPANY OWNED" as text changes are made.

 

I hope to use this technique throughout a multi-page manual. Is it possible to do what I want, and if so, what am I doing wrong?
