InDesign Package issue

One of my users is having an issue when she Packages an InDesign file for transfer to our client, a vendor or one of our other users. We have over 20 users in our creative department and no one else is having this issue.

 

SPECS: Max OSX 10.11.4, InDesign CC 2015 11.3.0.34. The files are all on a Windows 2008 R2 server accessed via ethernet using afp.

 

When she packages, no one can open the files in the newly created Links folder. If you double-click on a file you get an error message and you can't print or create a PDF from the new InDesign file. Here is a screenshot of the message we get when trying to open one of the Photoshop files:

Already been on the phone with Adobe tech support and their suggestion was updating the Mac to the latest operating system, which we did and still have this issue. I have replaced her preferences but have not yet uninstalled and reinstalled InDesign.

 

EDIT: just tested having her package to her desktop and copying the whole folder back to the server and everything works as expected. Now testing network protocal smb and see what happens.
