Anyway to brute force a PDF to place into InDesign when it has a password?

Downloaded a medical PDF from the state for a client. She only wants pages 16-18 of the document but she wants me to make a slight modification. So, I went to place those pages into InDesign to make my text modification but it's password protected.

At this point, the only thing I can think to do is to print it, then scan it back in but I was trying to get away from that in the beginning. Any thoughts? I tried opening in Illustrator but it asks for a password....
