InDesign Fee - Why Yearly?

I used to own InDesign CS3 on my old laptop and I'm wanting to change, since I now have a new computer. When I purchased it in the past, I only had to pay a one time fee - what is with this new yearly fee? Do I need to purchase it each year in order to have access to it?
