Running numbers, text wrap, and anchored objects - Need help

I have a doc with TONS of figures, it's a usewr manual. I'm having a problem with running numbers of figure refrences.

 

Here we go.

 

Chapter 5. Has small figures which create HUGE blocks of empty space to the right of the figure, because I'm anchoring the figure to the leading edge of the figure reference text... Anchor point marked in red.

I would like the figures to move with the text, as sometimes we are adding new sections, features and what not, above or below other figures, thus I would like to reduce the manual positioning of every single figure.

 

Heres the deal though... When I break the figures out into a new text field along with the figure reference copy, and apply text wrap, It works, BUT the figure numbering (LISTS:FIGURES) continues from the last figure in the chapter, i.e what was once figure 5-5 is now figure 5-12. I assume this is because it's recognizing the new text field and saying "ok you're not part of the main fileds, you're secondary, so number from the primary text field.

 

Heres what I have...

Heres what I want, but I need the figures to be numbered properly, and I also need the figures to move with the text as we add and remove copy above and below neighboring figures...
